Europan 15 in Karlovac
The City of Karlovac is moving forward through the process of implementing Europan 15 with a steady and determined pace. The former military barracks cover an area across the central city traffic axis from the historical city centre, and the detailed plan is based on the winning entry of Europan competition. The City has recognized this area as a place where it can meet the needs of citizens and the community for public spaces and activities that will complement the quality of life, such as a school, kindergarten, sports center and other facilities.
During 2024, the land was cleared of the remaining abandoned military barracks. The construction waste was used for filling and leveling of the terrain where necessary, such as for the new road, for raising of the kindergarten terrain to evade undeground water, etc.
A building permit has been obtained for the road, and the next steps are expected soon.
The implementation of the kindergarten has begun, and the completion of the works is expected by the next school year. All the necessary steps have been taken for the school, and the next step is to obtain a building permit. Documents for construction of a nursing home is also being prepared.
The Luščić project has been approved by numerous citizen groups, which is the result of a participatory approach to the development of the plan, as well as the fact that the City has chosen to solve long-recognized deficiencies in the living needs of its citizens precisely in this centrally located area, aware of its importance for the life and vitality of the city.
